"What is required is not symbolic gestures but strong steps - from the America, European nations and the major economies - in providing defensive weapons and implementing sanctions," he wrote in a public message.
He said that numerous aerial vehicles and several dozen rockets struck the country's power systems, characterizing such attacks as "cynical and calculated" and against "everything that sustains normal life" as winter approaches.
Government representatives said Moscow was "launching a major assault" and maintenance teams were striving to fix the damage.
A wave of strikes damaged electrical systems and apartment buildings in the capital.
Several of the people wounded in the strikes on the city have been transported for medical care, per statements from local officials.
Local officials said the city endured intense attacks throughout the evening. A young boy was killed and several individuals were wounded.
The attacks follow periods of air raids in the area, sections of which remain under the control of invading troops.
The entire country is in a state of readiness for hypersonic Kinzhal missile strikes, which are more difficult to identify.
Government officials told journalists that Moscow was purposely seeking to demolish the national power system, with attacks already impacting gas facilities.
Authorities confirmed energy workers and authorities were preparing for further attacks.
